Even though this card has average hp, a low retreat cost, and two moves, I'm still giving this card a below average rating because neither of Litwick's moves are very good, and the move that really matters on a basic/starter Pokemon card like this is the one that requires one energy card, and Singe is definitely below average so that is the main reason why I'm giving this card a below average rating
