As a small set mechanic, revolt only has a few cards, but its simple enough that you can integrate it into other sets, or make some design variants in Commander decks
From Thalias side, you get her tap-down ability from Thalia, Heretic Cathar
However, if a card states you can have as many in your deck as you like, you can have multiple of those cards
Its Chaos Control ability grants split second to your spells if you spent artifact mana, so its nearly impossible for your opponents to interact with them
Activating the last ability multiple times won't cause you to gain more life
The problem is that a 2/2 (even a 2/2 with flying) can be outclassed fairly quickly, so delaying Vexing Gull trades its early game relevance (pecking in for damage) for mid-game value (when you might be behind in the race or not be able to attack with Vexing Gull)
