(9/24/2021) If your commander is under the control of another player as you cast Visions of Dominance using its flashback ability, that commander's mana value can be used to determine the value of X

The most common play pattern with this is to draw three cards immediately after you cast it, but sometimes you need to hold mana for other effects or cast it on turn 5

Just know that everyone at the table gets the full benefit of the card, regardless of how much mana each individual paid into it
