The Tyrant Combo, which became available around the same time, is overkill and unstable, so I think this one is more powerful because it can stably apply pressure if you make it go on a business trip
Another way to assess the power of Force of Will relative to other counterspells is to consider how good it is at each turn of the game and then average those powers (you either need to stop at turn 6 or 7 or apply less weighting to the later turns for this to be an effective way to compare cards however I simply like data in graphical form and this is the most appropriate way to do so for countermagic)
