The plate measures 7 1/4" in diameter and 1/2" tall

The vase is signed with what looks like "Sena" on the bottom

I'm guessing the mark is a literal descriptor

including the the numbering - "710" in this case--on the bottom

I'm guessing the mark is a literal descriptor, and that this brush was for cleaning the spokes of an old bike? I really love its form, and especially the wire stitching, visible on its spine, which holds the bristles in place. I'd add it to a beautiful brush collection, but with its narrow head and long handle
